Does anyone know if there is a limit to the number of
users (each with his own startup page) that windows XP
will allow?

Holly,

The following post from Mike Brannigan - Microsoft, should explain it:

You can create thousands of local user accounts.
This would be an unmanageable situation and you would be advised to look
into a more robust solution based around a Network Operating systems such as
Windows Server 2003.

The main limiting factor on local accounts will be the storage of all those
profiles and "My Documents"

How many were you thinking of creating ?

There should be no problems (assuming you're not using all the user accounts simultaneously using Fast User Switching), except the hard disk space.
