Number of Primary Partitions

Is it possible to create 2 primary partitions and 1
extended partitions with 2 logical drives in a single HD ?

This is because someone says that one can only create a
maximum of 2 partitions on a physical drive.

On the other hand, someone suggests that there are maximum
4 entries in the partition table. In this way, we can
have at most 3 primary partitions AND 1 extended partition.

You can create up to 4 primary partitions on a drive, one of which may be an
extended partition containing many logical partitions.

For instance I have 3 ntfs partitions followed by an extended partition with
3 partitions for Linux.

Someone is wrong. You can have up to *four* primary partitions, one of
which can be an extended partition. The extended partition is a
container in which you can have a chain of as many logical drives as you
like - subject to there being enough letters left
