number formatting problem

I have a bit of a number formatting puzzle on my hands. Yesterday Excel
decided that any number without a decimal somewhere in it will be
multiplied by 100.
If I enter 1 it formats it to 100
If I enter 157 it formats it to 15700
If I enter 1.0 it's formated to 1
If I enter 157.0 it's formated to 157

This happens under any format except for "text"
So under "general, number, currency, etc." it does the funky add two
zeros thing. Any ideas?

I reinstalled excel to no avail and it does this in any spreadsheet
including older ones that never exhibited the problem.
