NTVDM/Network Problems with 16bit Apps

My company recently performed an upgrade to Windows 2000. In doing so, 3 of our 16bit apps have had intermittent problems on our Citrix MF servers. These 3 apps run from a file server accross the network. Too frequently, 1 of these 3 apps will hang the ntvdm on a citrix server. The only way to "resolve" the problem is to kill all instances of ntvdm currently running for all users. This usually happens on more than 1 server at one time. Also, at the same time 1 or 2 of our remaining Win98 clients may have their account locked out by no action of their own. This leads me to beleive there is some kind of network problem, but I have had no luck finding it. Usuing Fluke Network Monitor I've monitored the network at the time that these problems happen and have found no problems. As I can't upgrade these applications to 32bit versions as the manufacturers do not offer 32bit versions and they are mission critical to my company, I would appreciate any help anyone can offer.
 
16 bit in NT usually equals bad news. Try adjusting the properties of the
shortcut or batch file that fires off the apps so that each runs in seperate
address space.
