I found a DAT file and a Notepad file named NTUSER.DAT in
the All Users folder. The DAT file properties says it opens
with an Unknown application. I opened the Notepad file and
it has some random characters that don't make any sense.
Can someone help. Thanks

Leave it alone !!

It is a Registry file and the File handle is open by the OS.

NTuser.dat (and its backup ntuser.bak) is the part of the registry
relating to your account. It is loaded by the system when you logon,
and should be left strictly alone. .DAT is a general extension used in
a lot of places for 'binary data' - IMHO MSoft should have used a
different one for registry files like this.
The other NTUSER files there are related to logging on your account, and
should also be left alone
