NTFS to FAT32 on 2003

I m looking for a tool able to convert NTFS (2003) to FAT32.
Partition Magic 8 dosen't support it
Volume Mnager 2 dosen't support it
BootItng dosen't support it
Acronis PartitionExpert 2003 dosen't support it
Partition Commander 8 support it but fails systematically

Do you know anyone? (be careful!, 2003 ntfs -> fat32 NO XP or win2000 -> fat32)

I m desperate.

Curios why you would want to do this. NTFS is the native file system of
Windows 2003

You'll find them at windows.server.*
