NTFS Permissions changed?

I have an administrator who has been setting up brand new Windows XP
desktops. He is configuring the systems, running Windows Update, and then
installing apps. On a couple of them, he started having trouble installing
some of the apps. When he started investigating, he discovered that only
Admins had Write permissions on the C: drive. Has anyone else seen this? Is
there one of the Windows Updates that could be changing the default
permissions in this way?

I think you will find that is normal for the C drive as a whole, with no
write permission except for Admins. Power Users also will have Write
permissions on 'Program Files' - restricted users not even there
