NTFS Permission

If a user have Full Control shared permition in a folder and none NTFS
permitions on it, will this user be allowed to access the folder ? and
vice-versa ?

When permissions are different then the more restrictive
permissions will apply.

On NTFS volumes you should always set the share
permissions to "Full" for everybody, then fine tune things
with the NTFS permissions. The reason is simple:
NTFS permissions are far more flexible than share
permissions.
