NTFS Partitioned HD loses 32 Gigs

I recently installed a 3rd Hard Drive (160 Gig IBM) on my new system
and partitioned it to have 30 gigs for the first partition. This is
also my C Drive now (it actually ended up with 28 gigs). The second
partition became my E Drive and only ended up with 103 Gigs of Space
on it. I know the partition takes up some space but it shouldn't take
up 29 Gigs, right? The Bios recognizes the drive as a 160 gig HD but
it doesn't add to 160 in Windows 2000 Professional OS. So where is
that other space?

System also feels like it is choking to transfer data from hard drives
but not when processing from Memory.

Anyone know what happened and how I can fix this?
