According to the information in the "help and support" section in XP about
NTbackup it is not possible to use command line parameters with the purpose
to restore data with NTbackup. For automated data restore processes (e.g. to
periodically refresh a laptop) command line instructing is an obligatary
tool. A Microsoft helpdesk-technician in the Netherlands says it must be
possible and someone on this list might be helpful with this problem; which
I very much hope.
Kind regards, edmond walma

It's not meant for periodically refresh a laptop. Try ASR if you want to use a chainsaw to undo a screw. Look what ASR does as it suposedly is automated restore (never needed to restore one).

The refreshing is not a complete ASR but a refresh of a large data-base file
together with a set of a couple of hundred small files that need to be shadow
copied from the central server in a general practice office on behalf of
doctors going out for house calls.

See how asr does it. It's automated so it must start NTBackup and restore automatically. I don't have a floppy so I can't. ASR is a script that partitions hard drive, installs windows, then restores a data and systemstate backup. So there must be a way. See how ASR manages to start NTBackup. As I said I not ever needed to restore an ASR set.
