ntbackup cannot backup system files?

ntbackup cannot backup system files in C:\Windows\system32 folder. For
example: C:\Windows\system32\ntoskrnl.exe. I selected ntoskrnl.exe as the
only backup file in ntbackup. However, it will show 0 file is backed up in
the result.

Why does this happen and how can I backup these system files?

Just a thought. Are your 'Removable Storage' & 'Volume Shadow Copy' Services
enabled?

It seems that NTBackup silently skips the files under Windows File
Protection. However, these files are backed up with ASR or System
State.
