Nslookup ls command

I was just studying and learning all about the NSLookup Ls command. I
noticed that some replys are as follows:

****Can't list domain xyz.com: Query Refused****

I actually like this, but have no idea how to control if the query is
refused or not. What settings in the DNS properties box apply to
either allow or refuse querys (reverse queries).
