novice: basic smtp question

dear wk3 gurus,
i just setup pop3 and smtp on a wk3 server. pop3 is working fine. but i'm
not able to send email's. outlook express says:

unable to to relay for (e-mail address removed)

how do i have to configure smtp in iis to send my emails. in my opinion, i
should give the virtual smtp server the ip-address of my isp to let smtp
know, where to send my outgoing emails to. where can i specify this adress.

Is this for a home account. I have found some providers block SMTP.
i.e. Roadrunner
