Notification Tray Icons - Display too short

My father has a new Dell 6400. In the notification tray, he has many
icons. When he hovers his mouse over he icon, it displays what the
icon is. However, the "tip" goes away REALLY fast. I need to
increase this time.

Tried the following:

1) Many articles on how to increase or remove balloon tips. This
doesnt appear to be the same.
2) Updated video card driver.
3) TweakUI (Didnt see anything obvious)

I tried this as well and it didnt work. This is not ballon tips, but
the "control" tips. I think there is a difference.

Its the same as hovering over the close button on any window.
