notification junk mail

How do I turn back on the notification that junk mail has been delivered to
the junk email folder?

There is no such notification that I've ever seen.
 
When you first use Outlook it will display a popup telling you that the junk
email filter has delivered email to the junk folder. It has a check box to
say don't show this again. I was wondering if I checked that box and then
wanted it to tell me again everytime how I would go about turning it back on.

I've never seen that, even when the Junk E-mail folder contains something
when I start Outlook. Are you sure that some antispam add-in isn't doing
that? Do you have any rules?
