Notice during start up

I just started getting this notice during start up: "WKUFind.exe application
failed to start because MSVCR70.dll was not found. Reinstalling this
application may fix this problem." If I click O.K. the computer continues
the start up. How do I reinstall this application and what is it?
I also just noticed that Intel(R) Pro/100 VE Network Connection located
under Network Driver has three recent event log messages: "Does not support
the configuration supplied." When I go to Diagnostics & run a test, the
result is that everything passed. Are these two problems related? How do I
fix them?

MS Works Update Detection. MS Picture It! (versions 7 to current; now
discontinued) uses this automatic update feature during the log on
process. It can also cause your system to automatically dial into your
ISP as it tries to access the internet, if you have your system set to
automatically dial when the internet is invoked. To manually update, go
to Microsoft's Office/Works update site.
