Nothing Works! Please Help! Programs fail to start

I can't get any of the programs to load...and therefore can't use my
computer...

I'd appreciate any ideas - it won't let me use system restore either, and I
haven't installed anything new...

This is the error log, but I have no idea what any of it means...

that rstrui.exe is the restore executable. Clearly it was unable to start.
Have you tried restoring via safe mode (F8 key at boot menu). If you can
then you will be rebooted.

Afterwards take a look at your startups. I would also disable all your
startups (at least temporarily) via start > run > msconfig > startup tab >
disable all.
