Nothing happens when I double-click on "Add/Remove programs" (win 2000 server)

When I open the control panel and double-click on
Add/Remove Programs nothing happens...

What can I do?

I'm on windows 2000 server

Try to right click on the icon then click open. if this
works then a re-boot of the server will solve the problem
