nothing downloads

everytime I need to download a driver or a file I click
on the link and nothing happens. If I save target as I
get an error saying cannot open. I have disabled my
firewall and still no change. I have done the update but
there are no new packs to update ie. I am at a loss it
has to be something simple pls help.
 
Go to Internet Explorer>Select Tools>Internet Options>Security. Make
sure all four zones are at default level.
