not using exchange, still have forwrdaing rule problem

I have seen a lot of 'problems forwarding with rules' postings and the answer always seems to be the security settings i
exchange. I am having the same problem, but I am not in an exchange environment. I am running Outlook XP on WinX
Pro. I have a rule set to forward and then move to a folder based on the recipient. I opened an email i received to creat
this rule, so outlook pretty much had all the information already filled in. The mail gets moved properly, but nothing eve
get forwarded. Again, I AM NOT USING EXCHANGE, WE HAVE NO EXCHANGE SERVER. Any ideas why this rule is not working for me?

I replied to your other post suggesting that you try creating a rule that
just forwards, first, to make sure that works...

With or without the 'move' part of the rule, the emails
never get forwarded. If i shut down outlook and restart,
it will run properly on the first email it finds matching
the specified criteria, but no others.
