Not the standard Red X

I'm having the Red X issue, but it doesn't seem to be the common one! After
installing SP2 on Win XP Pro, there is one particular item that I cannot see:
a redirect to an image source for a cgi counter. <img
source="cgi-bin/counter.pl">. All other images come up great in my browser -
but that one is still a Red X.

I've searched hopelessly on the Internet, I've cleared all the temp files,
cookies, and so on, I've tried the MS fixes for the standard "Red X" issues,
I changed the "Feature_localmachine_lockdown" iexplore.exe value to 0, I
changed all of the security for all of my zones so that virtually any
2-year-old could gain access to my computer, I've contacted the web host
provider (it's their script) and they have not had any issues reported to
them (their answer is "We can see it fine,") and I've also added their URL to
my trusted sites. I could see the counter from my laptop, but as soon as I
put the Service Pack on that, I couldn't see it from there either. We do
have Symantec Antivirus on our network, and I've seen that there have been
some SP2 issues with that, but not anything close to the problem I'm having.

Any guidance would be greatly appreciated!
