Not Sending or Receiving - error but nothing shown

Ok, I've seen several posts about this and tried what I could find. I've
turned off Norton email checks, even removed Norton at one point. The
problem isn't consistent. Sometimes it checks all the accounts, sometimes
starts several down the list, sometimes errors on all the accounts. This
also only started after I migrated from one computer to another (both
Vista/Windows Mail). Any ideas would be appreciated - it's really
frustrating as I spend half the day on email.
 
1. Uninstall Norton.
2. Use their Cleanup Utility to remove all the debris the uninstaller leaves
behind.
3. Do a custom re-install and DO NOT install any email scanning
features/components/modules.
4. See if the problem persists.
