Not sending jpgs as attachments.

Using WinXp Home edition, MS Office Outlook 2003, POP3, Outgoing messages
composed in HTML
After clicking on Send/Receive all other emails are sent, except one
message, with 3 small (less than 200KB in total) jpg files as attachments,
which remains in my Outbox.
I have not had this problem before - having previously sent hundreds of jpg
files without a problem.
I have (In Norton Internet Security) disabled the scanning of outgoing mail,
but the problem remains unsolved.
Thanks in advance for any advice.

If you create a new email with the same attachments does it send?
 
just a problem with that specific message and not related to the
attachments. Redo the email with attachments and it should send fine. Delete
the old one.
