Not saving settings

I am having some difficulty with my settings changing from one boot to
the next. If I boot up a wallpaper choice appears and the default
windows start sound sounds bypassing a logon screen. If I log off,
then log on again, my screen is blank with no wallpaper. If I turn
off the start up sounds and reboot, the sounds are right back again at
the next boot.

Is not Windows "saving my personal settings" as it claims at shutdown?
