Not Replication Active Directory

I have a problem when I try replication. I run the dcpromo, and everything
looks perfect. But when I run dcdiag tell for me that the server be 99.77%
sync.

A new server won't suitable domain, and I can't demote the old server. My
DNS in new server don't start because the copy of AD is not full.

Can anyone help me ?
 
I'm not sure I understand what's wrong. But you ***MUST*** have DNS working
properly prior to anything else! Why can't you start DNS?? You need to get
DNS up and running for AD to be able to function/ exist. DNS is ADs primary
name resolution mechanism, and is used for locating DCs, GCs, etc.
