Not recognizing blank cd's or dvd's

When i put blank cd's or dvd's in drive,the drive fails to recognize the disks.
Used a number of disks and still get this message as follows:

There is no disc in the drive.
Please insert a writeable cd into drive.

This certainly points to a hardware failure.
