Not receiving all e-mails from one sender in Outlook 2003

I am not receiving all e-mails in my Outlook 2003 from one particular sender.
I have checked my other folders to see if they were going to junk mail etc.
but do not show up anywhere. Also, I am not having a problem receiving mail
from any other sender.

The problem, in my opinion, is most likely on their end.
 
It is also possible that your ISP or company uses a blocklist. If the
sender sends from a blocked IP range, then his/her mail will be blocked.

Check with your ISP or company mail admin.
 
The thing is, I receive about 2 out of 5 of the sender's e-mails and all of
them go through to my yahoo account. I do not have any rules and the sender
is on my safe sender list. What do you recommend for me and/or the sender to
check?

Were I the sender, I'd enable whatever diagnostic logging is available inthe
mail client I use and examine the resulting log for proper operation of the
SMTP protocol. Of course, I'd have to understand the SMTP protocol to do
it. I do understand it, but your sender may not.
 
I don't know yahoo, but I am sure they have some kind of spam filtering,
which may cause some messages to be blocked. Check with yahoo.
