Not passed windows logo

I have been trying to re download IE 6 Sp1. Org corrupt. I
have gone thru knowledge base 318378 and 822798 and
installed Sp1a. Still cant get passed this message. Your
thoughts..I am using Netscape for a browser but wont let me
do windows updates..Need to select manually....Lost and
frustated Tks
