Not allowed to access properties for taskbar and Start menu

I ran the accessibility wizard and then backed out near the end. It undid
most of its changes but it left me with large icns in the taskbar and
notification area.

When I tried to access properties for the taskbar/Start menu I was told
this:

"This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system
administrator."

(1) I already have admin rights, so what do I need to do to gain acess?
(2) How do I make the taskbar icons & notification area icons smaller or
larger?

try 1 then 2

1.try system restore and restore your comp to the last restore point

2. first create a system restore point for your computer and then again do
the accessibility wizard and see if u can undo it if you cant figure out the
solution better restore it to the last config which has been told to be done
in the point

Restore point? That is way too drastic for my system as I will get into a
tange as I have been doing a lot of system updating recently.

Surely it must be reasonably well known (excpet by me!) as to what the
Accessibility Wizard changes.

And it must be known by the specialists here as to how to change the size of
the taskbar icons.
