Not able to start AD Users and Computers

I get the following error...

Naming Information cannot be located because:
The server is not operational.

DCDIAG...response is...
LDAP connection failed with error 58.
The specified server cannot perform the requested
operation..
***Error: The Machine, SERVER1 could not be contacted,
because of a bad net response. Check to make sure that
this machine is the Domain Controller.

It is the DC and running DNS...

....all clients can logon...get drives mapped...seems OK,
but can't lauch the DC Users and Computers...Help!
 
Make sure that

A. EA permissions are not blocked restricted in the domain object.
B.Make sure the "administrators" gourp has full control and "EA/backup ops
group/local service acct" have read permissions on the following registry
setting:

HKEY_LOCAL_MACHINE\SYSTEM\CurentControlSet\Control\SecurePipeServers
