Not able to send mails for the last 5 days

I am unable to send e mails. Sending e mails was working fine until about a
week ago any idea where I can start? Already deleted and created new accounts
changed all settings etc, receiving mails is ok, only sending is causing a
problem.
Error - outlook is unable to connect to your outgoing smtp server
If i run the repair window in more settings the error is - can't establish
an encrypted connection with your server.

What settings are you using for your outgoing mail server? Did you turn on
encryption recently or maybe your provider changed something?
