not able to send mail

I have problems in sending mail from Vista.
Message is written and put in outbox, but never leaves.
It will be sent only if I close windows mail and reopen it. It looks like
Windows mail is completely idle when open. Even if I press the send and
receive all, nothing happens.
It doesn't even connect to the server, when pressing send and receive all.
But it connects when I close and reopen Win Mail.
Can anybody help?

Click on Tools, then Options, then Send. If there if no check mark in the
box before Send messages immediately, click on this box and then Apply.
Click on OK.

Click on Tools, then Accounts, then your internet account, then Properties.
If there is no check mark in the box before Include this account when
receiving mail or synchronizing, click on this box and then Apply. Click on
OK and then Close.

Restart Windows Mail and see if everything in the Outbox sends and
copies to the Sent Items folder. If anything stays in the Outbox, what
happens when you try to delete the oldest such message?
 
Try Robert's suggestions first. If that does not resolve the issue,
your antivirus may be the cause. Windows Mail is not
compatible with most McAfee and Norton security programs.
Those will need to be uninstalled, NOT just disabled.

If after uninstalling your antivirus the Windows Mail problem does
not improve, delete the corrupted mail account, restart Windows Mail,
then recreate that account.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like:
AVG free edition:

or
Avast free edition:
http://www.avast.com/eng/download-avast-home.html

With either of those, during the install phase you must select custom
install, and then deselect the email scanning option.
 
Sorry....but I have tried what you both suggested but it still doesn't work.
I can delete mail from the outbox without any problem.

What happens is that if I create a new mail it goes in the outbox, but never
moves to sent. The Send and receive all or the send all or Ctrl M commands
are completely inactive when pressed. Mail does not connect to the server and
neither gives me any error message.

If on the contrary the outbox is empty, I can press either the Send and
receive all or Ctrl M commands and they all work connecting to the server and
downloading any mail on arrival.

To send any mail from outbox I have to shut down mail and reopen it.

And....by the way I have unistalled Norton. Is unistall enough or should it
be completely deleted from the computer.

The Norton uninstall procedure sometimes does not remove enough to
stop the problems.  Try this:

Also, you sometimes have to delete the email account under Windows
Mail and then create it again to get rid of any problems it put in the
WM database.

I fixed this "problem" by removing the account (right-click, remove
account)"Windows Communities" from the Folder List and restarting
Windows Mail.
