Not able to send emails with Outlook 2007 using Vista

I have set up my Outlook account and can receive emails, but not able to send
any. I have spent hours of troubleshooting and tech support with ISP and
still no solution. Please help!
 
If you test the accounts you should receive an err msg if its not working
PS Outlook isnt an account, its a mail program, acounts are what you set up
in Outlook
