not able to reinstall

In trying to reinstall the Windows XP Home Edition CD that came with my
computer, I get a message right away that says the version on my computer is
newer than the one on the CD and it won't let me proceed at all. The
reason for reinstalling is because for some reason I can't open up any
Windows programs unless in safe mode and even then I can't access the "Help
and Support" part to do a system restore. What can I do to access this?
