I was using outlook 2003 initially and the mails were coming. Suddenly
Incoming of mails stopped. (I think after some vista update) I installed
outlook 2007 but the same problem continued. I tried windows mail and it is
the same. I am able to send mail from all the three. I have uninstalled my
firewall, antivirus and what not. I have sat for hours before the net
searching and trying ideas but nothing has helped so far.

If your antivirus program was from Norton or McAfee, you may also
need to run the cleanup program for it.

<http://service.mcafee.com/FAQDocument.aspx?id=107083&lc=4105&partner=McAfee&type=TS&ia=1>

You may also need to remove your email account under Windows Mail,
then create it again, to finish the cleanup.

You may want to ask your email provider (who is probably also your
internet provider) for their instructions for setting up to use their email
servers. If they haven't written instructions for Windows Mail yet,
their instructions for Outlook Express should also work under
Windows Mail as long as they don't call for the HTTP protocol.
The instructions should be available somewhere on their web site.
Or, you could tell us who your email provider is and see if anyone
here already knows where to find the instructions.

Do you get an error message when starting a receive?
If so, copy and paste it into a reply here.

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'no email service for me', Account: 'pop.biz.rr.com',
Server: 'smtp.biz.rr.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Error
Number: 0x800CCC0F

The above is the error message that I receive when I try to send emails. I
don't know what else to do.

Does your connection to that server cross from one internet provider's
equipment to another's? If so, such connections to port 25 are often
blocked to cause trouble for spammers. If that's the case, check here
and see if it tells you how to use some other port instead:

Also, what if any antivirus programs do you have? Some of them
cause assorted problems in Windows Mail, although seldom
immediately.

You had me confused for a while because the subject line says "Not
able to receive", but your error message pertains to a sending problem.
In the future, please start a new thread for a new problem.

I take it that Time Warner RoadRunner is your home ISP.
Were you sending from home when that error occurred?
If yes, which antivirus are you using?

I don't have any problems receiving mail. Its only on outgoing mail. Thank
you so much for any help.

You did not address my previous response, which was:

Time Warner RoadRunner is the ISP for my office which is where this problem
happens to be. The anti virus currently in use on this machine is Trend
Micro AntiVirus.

As reported by quite a few users here, an update to Trend Micro antivirus
several months ago has caused incompatibility with Windows Mail.

Your choices are to switch to a more compatible antivirus, or else
upgrade to Windows Live Mail: http://get.live.com/wlmail/overview

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like:

AVG free edition:
http://free.grisoft.com/doc/5390/us/frt/0?prd=aff
or
Avast free edition:
http://www.avast.com/eng/download-avast-home.html

With either of those, during the install phase you must select custom
install, and then deselect the email scanning option.
