not able to format newly created shrink volume

Hi,
I am not able to format the newly created shrink volume.
I have shrunk my C: and created a new partition but am not able to format
that partition it is giving an error saying insuffient disk space .
Thanks for ur help in advance.

hey brink i follwed the steps stilll problem remain... what to do....
