Not able to download files

I've run into a strange issue on a computer that suddenly began to fail
downloading files. When I (right-)click a link for download, the normal
choises "Run - Save - Cansel) appears. Run works fine but Save opens the
"File Download" box and just hangs thereafter! It's unresponive, cannot be
cancelled and never quits. There's no events in the event-logs and
RegMon/FileMon didn't help either.
