if you ping www.hotmail.com what results do you get?

also what happens if you go to

http://207.68.171.233

When I ping www.hotmail.com on MSDOS command prompt I get
three

Request timed out
Request timed out
Request timed out

Then when I try to get to http://207.68.171.233 I get to
the signin screen for hotmail and when I try to re-login
I get the page cannot be displayed message.

Check your connection settings as it sounds like you may have some
problems with your DNS server settings.
