Not a valid date

Win2000 PC get error message " is not a valid date." when
opening Win Explorer or Internet Explorer. Just began
having this problem in last 3 days.

Google suggests problem in Regional Settings:
Language is ENGLISH (default)
date format MM/DD/YYYY Date is set to 12/10/2003
Eastern Time Zone.
TOD is correct.

Any suggestions?
 
Do you run Spybot or Adaware on your system? Thought I saw a post in
another forum that referenced them as a solution to this.
