The IP number that has been assigned to your computer is in a range of
addresses that normally should not be relaying mail. Dynamic addresses
(i.e., those assigned to home users automatically by their broadband modem)
should never be the source for mail. Instead, the mail should appear to
come from your ISP's mail server, since it has a static IP address. Some
receiving domains refuse messages coming directly from dynamic IP addresses
ranges. I daresay you've misconfigured your mail account settings.
