451 Dynamic/Residential IP Range

While sending message from outlook 2002 it gives error as "451
Dynamic/Residential IP range listed by NJABL dynablock -
http://njabl.org/dynablock.html'

I spoke to both Verizon & ipowerhost to help resolve the issue. However,
both blamed each other & my problem is not resolved.

Can any one help?

It appears that the IP address you're using is listed as a spam source. The
page suggests that "As an end-user running a mail server on a static IP
that's been mistakenly listed in the PBL, you can use the Spamhaus PBL web
site to register an exclusion for your IP, removing it from the PBL (and
dynablock).

or you could have the SMTP mail server as a workable server but not correct
one.

Something I did recently confirms it can happen with the same results. Our
SMTP server used to begin mail.____.com and when we switched to their more
"advanced servers" (whatever that really is). One day I accidently put the
old mail.____.com server name in instead of the smtp.___.com SMTP server
name and that was the message the user kept getting.

You can stare at it for a long time and not see it but fortunaely, someone
else spotted it and the change stopped it.

It sounds like you are trying to run your own mail server.
Is that the case? The error means that the mail server at the other
end will only accept connections from recognized sending mail servers.
If you want a deeper analysis I would need to see the complete
error message.

Thanks Gary,
I have my computer connected to Verizon server as I have internet connection
DSL from them. One of my e-mail address is on server hosted by ipower.com. I
get incoming messages from ipower host e-mail adress. However while sending
message it fails & system manager gives message as
" 451 Dynamic/Residential IP range listed by NJABL dynablock -
http://njabl.org/dynablock.html"
As an additional input it is outlook 2002 on vista.

Do you have two different accounts in Outlook, one for
Verizon and one for Ipower? If so, probably all you need to do
is the following: in the Ipower account change the SMTP server
name to the Verizon SMTP server name.

I am not an Outlook expert, so if you need additional help
that is unique to Outlook, post in the Outlook newsgroup:
microsoft.public.outlook.general.

Note that Outlook 2002 will not remember passwords in Vista:

I think I would pursue ipowerhost because it appears your servers has been
listed at Spanhaus.

As Hal suggested go to Spamhaus and check.
