Norton Protected Recycle Bin

For some reason, I'm having a problem with when I recycle something to the
bin, the "Empty Norton Protected Files" is "grayed" out and I can't access
it. The regular "Empty Recyucle Bin" is hi-lited and I can access that part.
In the past, I used to be able to first empty one and then the other but
now, I can only empty the "regular" recycle bin. I don't recall doing
anything to the program to change this, it just happened. Any help would be
most appreciated on how to correct this since when i recycle something, i
want it gone completely.
