Cannot empty recycle bin

I cannot empty my recycle bin. When I try, I get the
following error message: "cannot delete <characters>,
access is denied. Make sure the file is not write
protected..."

When I click on the recycle bin icon, it appears to be
empty, but the icon shows a letter in the bin.
