Norton antivirus and user accounts

I installed Noton system works under my user account. I
cannot get auto-protect to load and it will not scan my
incoming email, but on the other 2 user accounts
everything works just fine. Help and /or explanations
welcomed.

Is the problem account an Administrator account ? Instructions say this
must be the case.
