Norton 2004 and Windows XP Pro

What's the trick to get Norton 2004 Firewall to stop
blocking my e-mail and internet connections. They are
both "Permit ALL" but can't access mail or web, till
firewall is turned off. All programs have been scanned
 
Have you checked the Symantec web site and used the diagnostic tool or the
knowledge base?
 
I tried all of that Colin (ie, the program scanning and manual start up suggested by Symantec) and still I have the same problem. Pity Symantec can't post up a range of more accurate solutions.
