is there a way to open a document in word 2003, that was not created on my
computer, adopt the same normal.dot features which I've set up on my
computer? For example, I have macros set up on my normal.dot which I would
like to use, even when working on documents I have not created on my
computer. Seems the only documents that adopt the normal.dot are the ones
I've created on my computer.

Would really appreciate hearing from someone... I'm stumped. Thanks!

Normally your macros should prevail but I've encountered
"aggressive" customer files like this too. One way to deal
with them is to start up Word and open a new document of
your own first. Enter a single space or carriage return in
that then open the received document. Your macros should
still be operational. If they're not, go to the received
document, do a control-A control-C to define and copy the
entire file. Now go back to the new document that you opened
and do a control-V to paste it there. With *really stubborn*
received documents you may have to select the "Match
Destination Formatting" or even the (shudder) "Keep Text
Only" options as well.

I wish I knew what customers were doing to create such
documents so I could tell them to stop...

Your macros in normal.dot will be available in any document you have open.
The only way to block them is with macros of the same name in the attached
template (which you don't have) or in the document (which should not be
enabled). You can put your macros, though, in a separate global template.
