Non-Working hours FREE/BUSY

Is there a way to have your NON-WORKING hours show up in the
SCHEDULING agent as BUSY so folks do not try to schedule you? I know I
can create recurring appointments but then my CALENDAR will show
EVENTS on every day.

No. Unless you have an event there, the time, by definition, is "free".
