Non-responsive program error

Can anyone help me correct this problem. With a successfull internet connection. I am unable to connect to the internet and I cannont download my e-mail using outlook 2000. When I go to the task manager it shows the progam is running, however there is another window that comes up that says the system is busy. After getting the program to close my non-responsive program error is

sz:AppName: iexplore.exe v.
ModName: hungap

Please someone help me I'm just short of reinstalling my X
