Non-functioning Program Compatibility Wizard

When I bring up the Compatibility Wizard it appears to not fully load. There are no program choices given and the Back, Next and Cancel buttons are grayed out. The only button that works is Cancel. It there any way to fix this short of reinstalling XP.
