No "Word Options" or Popular under Ofc button, which isn't in colo

Student & Home 2007, originally installed 1 yr. ago. Have never been able to
access "Word Options"Developer Tab." The 2007 Office button isn't in color
as all references to it show it. Does this help isolate the problem? I don't
know what else I'm missing because I've just recently begun exploring my
program. When I reinstalled Word today, I wasn't allowed to choose Run All on
my Computer. It was checkmarked in "1st Time Run", or similar.
